Big Pharma does not like this one bit, and they have made it a point to make sure that states do NOT include provisions for cultivation.
Unfortunately, my home state of Florida has fallen for this trick with the new medical weed state constitutional amendment that went into effect earlier this month. The new law does not allow medical pot patients to grow their own medicine. Personally, I think this was a compromise that the authors of the law had with the pharmaceutical industry. I think the proponents of the law decided to back off of the cultivation provision in exchange for the pharmaceutical industry not putting a ton of money behind the effort to defeat the measure.
The problem with this is that, when a patient grows his/her own medicine, he/she can then control the conditions under which the plant is grown as well as controlling the strains used to treat certain symptoms. For instance, a patient being treated for seizures will probably not get the most promising benefits by using a strain with low CBD and high THC. Furthermore, cancer patients will not see the benefits described by Rick Simpson and his namesake Rick Simpson Oil by using a low-THC variant, as cancer studies show that the antitumor effects of THC are at least as effective -- if not more effective -- than using a strain with low-THC.
It is rather unfortunate that this is the case in Florida, as there are also many people who will not be able to realize the effectiveness of cannabis at treating debilitating conditions because they will not be able to afford going into a dispensary and paying hundreds of dollars for something that they could otherwise be growing for free.
